Darkness is not evil, emptiness, or failure.
It is an environmental condition.

Things do not begin in complete visibility. They emerge from fields already carrying matter, memory, relation, and disturbance.
Sombra attends to what can be perceived before the whole becomes available.
Creation is not the invention of light but the organization of what already exists.

HALF-LIGHT
A silhouette may establish presence without disclosing identity.
A shadow may disclose relation without revealing its source.
A storm may alter the available field without determining what lies beyond it.

SOMBRA maintains a seat in Lombardy, a constituted territory of CEROAVAONO.
Lombardy, like other Ceroavaono territories, contains estates in land held under the protection of the sovereign. Where boundary, possession, passage, inheritance, or claim becomes obscured, SOMBRA preserves distinction while the relation remains unresolved.
Protection is not possession. Administration is not ownership. Occlusion does not extinguish what cannot presently be seen.

THE AVAILABLE FIELD
Every conclusion is bounded by the field from which it is drawn.
A frame may reveal something while excluding something else. A veil may conceal without destroying. A figure may fall from view without falling out of continuity. A flock may preserve relation while no single member contains the whole pattern.
Sombra does not complete an incomplete field by invention.
Where the field supports distinction, Sombra preserves it. Where the field remains unresolved, Sombra allows it to remain unresolved.

MOONSHADOW
The moon changes its face and is remembered whole.
No visible phase exhausts its identity. Darkness crosses it without making it absent; recurrence permits relation to be recovered without requiring an unchanging view.
The moon may give time, interval, recurrence, and bearing. It does not become an authority merely because its cycle can be measured.

Each may carry relations to source, lineage, neighbor, covenant, material, or prior form. Sombra may preserve those relations where they remain perceptible. It does not collapse them into a single alignment or infer standing from what shadow permits it to see.
Encoding, classification, equipping, admission, exchange, and refinement occur through their proper Federation offices.
Sombra does not operate those offices.

Shadow does not enlarge authority.
Incomplete visibility does not permit an observer to invent missing jurisdiction, and uncertainty does not release an actor from obligations already established.
At the same time, an obligation cannot be manufactured merely because a pattern appears persuasive in half-light.
Authority must remain attributable. Obligation must remain recoverable. Neither may be inferred beyond the field that can faithfully support it.

FRAME — what is visible depends upon the boundary of the available field.

WAITING FOR THE NIGHT — conclusion need not precede the conditions that would support it.
MOONSHADOW — the changing face remains related to the remembered whole.
LIMIT
Intelligent structures may be carefully constellated and faithfully curated without thereby possessing the whole.

The complete field is not ours by default.
Sombra’s restraint begins there.

Shards and artifacts may elsewhere be encoded, classified, and equipped. Intelligent structure, properly constellated and carefully curated, is a worthy undertaking; it is not by itself proof of wisdom.
